I don't recall anyone getting upset or panicked about infected people prior to the burnings. Seemed a bit rushed to me, so it's hard to tell.

I doubt it was Carol.  She's a regular and has never shown signs of aggression before.  The subplot about her teaching kids to use weapons is just misdirection.  One of the newbies is probably doing the burning.

She definitely has reason to be protective now that she's playing mother goose. Tyrese's sister or the new army medic guy might be so inclined too.

The burnings seemed like a really half-assed way to turn Tyrese into the antagonist he eventually became in the comic.

Also in the book, Tyrese is the one who burns the bodies.... although they are his daughter and her boyfriend. So I don't think we can really make judgements based on the comic regarding him.
