Got an iPad Air. Wanting to do some headphone jams.

I don't know about for mobile, but I've had many different versions of both Amplitube and NI Guitar Rig, and I greatly prefer the latter. But very useable sounds from both for sure.

not sure for an "app",

very subjective, like any gas, use what you got and try to avoid getting more.  tone is in the fingers.

I am using amplitube and tech 21 oxford/vtbass pedals and recabinet impulses.  I also mix in ezmix, amplitube orange amp series, and revalver 3.5.

basically I think everyone needs impulses/IRs for great modeling tones

I friend of mine recommends Kefir and Poulin Lecto.

I prefer Poulin LeGion - most of my guitars were recorded with it.

I've got jamup. It's got effects and works with bias. There's a free one so it's easy to demo.

If all you want is an amp sim and no effects check out bias, even though it seems like you could waste a lot of time down the rabbit hole changing settings.

Amplitube sounded pretty good too.

Also, sometimes I don't use any ampsim at all - just TSE R47 (Rat simulator) and cab simulator. Sometimes it sounds better than ampsims, especially in heavy music.

btw, I was screwing around linking an "amp simulator amp".
